I. INTRODUCTION

AUTHORITY

California planning law requires cities and counties to include
housing elements as part of their general plans. According to
California Government Code section 65583, the General Plan must
incorporate a housing element which shall consist of

...an identification and analysis of existing and
projected housing needs and a statement of goals,
policies, quantified objectives, and scheduled
programs for the preservation, improvement, and
development of housing. The housing element shall
identify adequate sites for housing, including
rental housing, factory-built housing, and mobile
homes, and shall make adequate provision for the
existing and projected needs of all economic
segments of the community.

PURPOSE

The Pleasanton Housing Element evaluates local housing needs and
establishes goals and policies which will direct the City in
attempting to meet those needs. It offers a workable housing
program based upon a thorough assessment of local housing issues.
The goals and policies are intended to serve as a framework for
long range planning and as a basis for daily decision-making in
housing and related activities.

The Housing Element represents the views of elected and appointed
City officials, the City staff and most importantly Pleasanton
