I. INTRODUCTION <br /> <br />AUTHORITY <br /> <br />California planning law requires cities and counties to include <br />housing elements as part of their general plans. According to <br />California Government Code section 65583, the General Plan must <br />incorporate a housing element which shall consist of <br /> <br />...an identification and analysis of existing and <br />projected housing needs and a statement of goals, <br />policies, quantified objectives, and scheduled <br />programs for the preservation, improvement, and <br />development of housing. The housing element shall <br />identify adequate sites for housing, including <br />rental housing, factory-built housing, and mobile <br />homes, and shall make adequate provision for the <br />existing and projected needs of all economic <br />segments of the community. <br /> <br />PURPOSE <br /> <br />The Pleasanton Housing Element evaluates local housing needs and <br />establishes goals and policies which will direct the City in <br />attempting to meet those needs. It offers a workable housing <br />program based upon a thorough assessment of local housing issues. <br />The goals and policies are intended to serve as a framework for <br />long range planning and as a basis for daily decision-making in <br />housing and related activities. <br /> <br />The Housing Element represents the views of elected and appointed <br />City officials, the City staff and most importantly Pleasanton <br /> <br /> <br />
