this discrete project, the conditions of a~proval <br />(Exhibit "A") and measures undertaken since the <br />completion of the Hacienda Business Park Project <br />EIR have reduced such impacts to insignificant <br />levels. <br /> <br />Section 4: With respect to the cumulative effects of continuing <br /> building by building development of Hacienda Business <br /> Park, of which this ~roject is a part, the City Council <br /> finds that potential significant environmental effects <br /> either (1) have been mitigated bv conditions of approval <br /> placed on the development of projects within the Hacienda <br /> Business Park, including conditions of approval of <br /> Parcel Map 3858 and individual, lot by lot development; <br /> (2) require mitigation by another public a~ency having <br /> jurisdiction; or (3) cannot be mitigated except by <br /> mitigation measures found to be infeasible. The <br /> facts and findings supporting this finding are summarized <br /> in the Environmental Impact Findings, attached hereto <br /> as Exhibit "B" and incorporated herein by reference <br /> and as are more fully found in the administrative record <br /> of the Hacienda Business Park Project and this develop- <br /> ment application. All references in Exhibit "B" to the <br /> "Project" are for Hacienda Business Park; all references <br /> to the "Developer" are to Prudential and Callahan-Pentz <br /> Properties. <br /> <br />Section 5: The City Council further finds that although not all <br /> significant cumulative environmental effects have been <br /> reduced to an insignificant level as defined in the <br /> CEQA guidelines, the remaining unavoidable significant <br /> environmental effects are acceptable because this <br /> development, in conjunction with the development of <br /> the area within the Hacienda Business Park, will have <br /> economic, social, environmental, and other benefits <br /> which outweigh any impacts which may occur; said <br /> benefits include provision of local jobs in a net <br /> out-commuting community; jobs which match local labor <br /> force characteristics; potential reduction in total <br /> work trip length and reduced regional emissions; social <br /> benefits of more time for family and community life <br /> due to reduced work trip commute times; significant <br /> construction jobs over a 25-year period; positive <br /> fiscal impact upon the City's general fund; increased <br /> tax base and diversification of employers insulatin~ <br /> the City and community from adverse effects of single- <br /> employer labor decisions; improvements of the circulation <br /> system in northern Pleasanton, including improved <br /> emergency vehicle response times; reduction in flood <br /> hazard in presently urbanized areas; improvements of <br /> ambient noise levels in residential areas; off-site <br /> streetscape beautification; and other benefits <br /> enumerated in the Hacienda Business Park Project, and <br /> this discrete project, staff renorts, ~ublic hearings, <br /> and applicant ~resentations. <br /> <br /> <br />
