personnel perform installation tests when the CENTREX is deliv-
ered for Central Office installation. The System is unpacked
and inspected for possible damage during shipment. Manual and
automated tests involving the CENTREX are performed. Auy
problems discovered at this time are documented by Pacific
Telephone and Western Electric Company personnel for analysis.

Evaluating for reliability completes the sturdy reliability
structure of every CENTREX. Such evaluation takes place during
each phase of the CENTREX's life cycle.

RELIABILITY DATA
During system design, engineers evaluate existing data on com-
ponent reliability to help in disign decisions.

New data is generated by the many testing procedures that occur
during development, production, and installation.

After installation, actual performance data from working CEN-
TREXes is collected and evaluated. This field data has two
major sources.

First, each CENTREX generates its own reliability data by log-
ging self-diagnosed error information. The data from the
CENTREX's self-diagnostic and maintenance activities is tracked
and accessed by Pacific Telephone personnel.

When a component in a track system fails, the failure is docu-
mented, and the failed part is replaced and sent to Bell
Laboratories for analysis. Sophisticated testing equipment is
used to analyze the failure. Evaluation of the data generated
by this survey may suggest product refinements that will result
in even greater reliability.

Product Cost - See Section IV for costs on CENTREX. When consider-
ing the costs for CENTREX, the City of Pleasanton should remember:
- ability to use present station equipment.
- space efficiency - the costly space consumed by most competi-
tive systems is now free.
environmental controls - eliminate the expenditure for
expensive, dedicated environmental controls.
- power back-up - provided by Pacific Telephone at no extra
charge to the customer.

Site Preparation Cost - Because CENTREX is housed on Pacific
Telephone property, there are no costs to the City of Pleasanton
for floor space, air conditioning, or electricity to operate the
system. No other vendor can make this claim.

PROPOSAL CONTRACT FOR~T
A. System Description
1. Equipment - See Section IX,
2. Operation - See Section IX.
