IX. <br /> <br /> EVALUATION CRITERIA <br />A. Vendor <br /> 1. Reputation - Pacific Telephone is supported by the American <br /> Telephone and Telegraph Company and, as such, features a unique <br /> integration of research and development, systems engineering, <br /> manufacturing and supply, management and planning, and <br /> operations and services which has produced the most reliable <br /> telephone service in the world. These built-in flexibility <br /> resources will support this project for Pleasanton. The <br /> numerous facilities and extensive resources available to <br /> Pacific Telephone allow Pacific Telephone to provide and <br /> complete and integrated services from a program of this size. <br /> These services include the development and management of <br /> extensive hardware and software systems, the development of <br /> diagnostic and fault locating techniques for complex systems, <br /> and maintenance disciplines required for continuous <br /> availability. These activities are supported by proven quality <br /> assurance standards established within the Bell System which <br /> includes the integrated support of WEC0 and the Bell Labs. <br /> <br />Longevity - The Bell System has stated as policy, "We are <br />scientists, engineers, technicians, business people. We have <br />served the public for more than a hundred years, we shall <br />continue to serve." <br /> <br />Applicable Experience - The Bell System includes AT&T and its <br />Long Lines Department, 23 Bell System Operating Companies, <br />which includes Pacific Telephone, Western Electric and Bell <br />Laboratories. Each organization within the System has a <br />specific role in providing customer services, equipment and <br />systems. <br /> <br />AT&T Long Lines Department is responsible for managing the <br />integrated network of facilities that connect the nation's <br />telephones to each other and to overseas countries and <br />territories. <br /> <br />The Bell System Operating Companies, of which Pacific Telephone <br />is one, are responsible for the communications services and <br />equipment within their specific territories. <br /> <br />WECO is the manufacturing and supply unit, and the Bell Labs <br />conducts research and development for the Bell System. Pacific <br />Telephone draws support from these resources in providing <br />efficient telephone service in California. <br /> <br />Local Capability - The vertically integrated structure of <br />Pacific Telephone, as well as the American Telephone and <br />Telegraph Company, provides a number of advantages to its <br />customers: <br /> - an assured source of supply; <br /> - the ability of the organization to work together without <br /> unusual business carriers; <br /> - volume production that permits considerable resources to <br /> be directed to cost reduction programs; <br /> <br /> <br />
