Pacific Telephone has the capability and financial stability to perform <br />its duties and responsibilities under the requirements of the RFP in <br />accordance with authority of the California Public Utilities <br />Commission. (Please see latest Annual Report included in this <br />response.) Such authority, which includes filed tariffs and the rules <br />and regulations promulgated thereunder, constitute the contract under <br />which Pacific Telephone ~-lll perform all work related to furnishing the <br />CENTREX System. Pacific Telephone <br />understands that the City of Pleasanton reserves the right to accept <br />and award a contract to other than the lowest bidder. <br /> <br /> <br />
