Require all program participants to provide verification of accident insurance coverage or to file a properly signed document holding the City of Pleasanton, its agents and/or employees, harmless in case of accident. 11. Submit annually and upon request from the Director of Recreation, City Manager, Park and Recreation Commd. ssion, or the City Council, a budget and a year- end fiscal statement. The annual budget and year- end statement are to be submitted to the Director of Recreation and Human Resources on a regular basis as to coincide with the budget year of the sanctioned organization. The financial records of the sanctioned organization (to the extent of any revenues derived from the sanctioned activity) shall be open to the City and to any persons paying fees to participate in the sanctioned activity. 12. 75% of the membership of the group must be residents of the City of Pleasanton. Examples and Description of Sanctioned Groups - These groups provide opportunity for instruction and participation in one particular recreation activity and are open to the public if they have an interest in the specific activity. However, they are more limited in appeal or capacity than a group qualifying for co- sponsorship° (Examples Soaring Club, Coin Clubs, Hobby Groups, Championship Youth Sports Programs.) Department Responsibilities and Services - The Department may provide for sanctioned groins one or more of the following services: The City's responsibility will be to make recreational and park facilities available for the purpose for which the organization is formed without cost or at the lowest cost feasible considering the use. *2, Use of certain equipment and materials. *3. Staff services on a limited bas~s. ,Charges for such services at the discretion of the City Council, after review and recommen- dation of the Park and Recreation Cont~ission.
