WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />intendedto reflect a policy of encouraging the <br />creation of jobs matched to the job skills of the <br />present and future residents of the City of Pleasanton, <br />who were expected to continue to be workers employed <br />predominantly as office workers, professionals, <br />engineers, researchers, product designers, members <br />of the finance and real estate industry, and <br />workers employed by industries other than heavy <br />manufacturing and production; and <br /> <br />the people of Pleasanton have repeatedly expressed <br />overwhelming support for commercial and industrial <br />growth in North Pleasanton as reflected in the <br />three elections described below; <br /> <br />On November 3, 1981, the citizens of Pleasanton <br />voted 4,977 to 2,372 for Measure A to approve <br />a commercial/industrial project which consists <br />of 82 acres directly across Hopyard Road from <br />the site for Hacienda Business Park and <br />includes mid-rise office buildings; <br /> <br />On June 3, 1980, the citizens of Pleasanton <br />voted 8,627 to 2,237 for Measure K which <br />authorized the City to acquire 500,000 gallons <br />per day of additional sewage disposal pipeline <br />capacity solely for industrial use (including <br />some non-retail commercial) in the Livermore- <br />Amador Valley Water Management Agency pipeline; <br /> <br />On November 2, 1976, the citizens of Pleasanton <br />voted in favor of Measure U which authorized <br />issuance of bonds by the Livermore-Amador <br />Valley Water Management Agency to finance a <br />wastewater export pipeline with a capacity of <br />19.72 million gallons per day for further <br />growth in the region; and <br /> <br />the City Council is advised that if a final judgment <br />of the Court sets aside PUD Ordinance No. 1040, <br />the legal effect will be that the Hacienda Business <br />Park Phase I site will be governed by the zoning <br />designations which were in effect before June 8, <br />1982; and <br /> <br />the zoning designations for the tlacienda site <br />which were in effect before PUD Ordinance No. 1040 <br />was passed permitted development at an overall <br />density far greater than that permitted by the <br />development plan, as approved; and <br /> <br />evidence has been presented in studies conducted <br />by Gruen Gruen & Associates in 1982 and 1983 <br /> <br />-5- <br /> <br /> <br />
