WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />~IHEREAS, <br /> <br />the 1976 General Plan increased by 1,936 acres <br />the land area designated soley for commercial, <br />industrial or office uses (not even including <br />additional lands set aside for sand and gravel <br />harvesting). <br /> <br />the 1976 General Plan provides, in pertinent <br />part; <br /> <br />"The General Plan still reflects two plus <br />times the industrial land use inventory even <br />optimistically hoped to be utilized during the <br />20 year development period. Ultimately, <br />however, it is still hoped that Pleasanton can <br />attract this amount of industry. It is realized <br />that i~ this does occur, a certain proDortion <br />of the workers employed by the industry will <br />not be able to live within the planning area." (R.1312) <br /> <br />10. <br /> <br />the 1976 Supplement to the General Plan was <br />not intended to have, and did not include, as <br />one of its policies any limitation upon <br />industrial and commercial growth except the <br />limit imposed by the acreage reserved for <br />this use and the densities permitted by the <br />zoning designations; <br /> <br />11. <br /> <br />the 1976 Supplement was not intended to have, <br />and did not include, as one of its policies <br />any desired ratio between the number of jobs <br />within the City and the number of workers, as <br />related to commercial and industrial development; <br />and <br /> <br />the Growth Management Element of the Pleasanton <br />General Plan was adopted by the City Council on <br />March 6, 1978; and <br /> <br />the concerns with regard to growth and the rate of <br />residential development within the City of Pleasanton <br />that were evidenced in the Supplement to the <br />General Plan were also presented in the Growth <br />Management Element; and <br /> <br />the Growth Management Element was never intended <br />to tie the desired growth of industrial and commercial <br />development to the number of workers in Pleasanton; <br />and <br /> <br />the language in Policy 3 of the Growth Management <br />Element encouraging the establishment of industries <br />within the planning area compatible with the <br />existing and future work force of Pleasanton was <br /> <br />-4- <br /> <br /> <br />
