WHEREAS, <br /> <br />WHEREAS , <br /> <br />residential growth management ordinance that set <br />the procedure for the implementation of the goal <br />of two percent per year residential growth; and <br /> <br />the Residential Allocation Program says in part, <br />"[t]his ordinance does not apply to commercial/industrial <br />developments. The growth which has occurred in <br />the City in the past has been heavily in favor of <br />residential development. In order to encourage <br />connnercial/industrial uses which will assist in <br />employing residents of Pleasanton and help decrease <br />dependency upon commuting to the Hayward-Oakland <br />area for employment, the City Council does not <br />wish to limit the number of commercial/industrial <br />connections which will be available annually."; <br />and <br /> <br />Pleasanton's General Plan and zoning history with <br />respect to the Hacienda site is as follows: <br /> <br />the Hacienda Business Park site has been <br />zoned for industrial development since 1964; <br /> <br />Pleasanton adopted a new general plan in <br />1965; <br /> <br />in 1972 and 1973, the citizens of Pleasanton <br />undertook an extensive review of the General <br />Plan; <br /> <br />on December 17, 1973, the Council approved a <br />resolution entitled "A Resolution Tentatively <br />Adopting a Revised General Plan for the City <br />of Pleasanton;" <br /> <br />the final adoption of the Revised General <br />Plan was delayed pending the determination of <br />the amount of sewage treatment and disposal <br />capacity which would be available to accommodate <br />Pleasanton's growth; <br /> <br />in 1976, the Council adopted the Supplement <br />to the General Plan which was generated in <br />part as a means of assuring the implementation <br />of mitigation measures required by the United <br />States Environmental Protection Agency as <br />conditions to the funding of sewage treatment <br />facilities that were necessary in order to <br />allow for Pleasanton's continued growth; <br /> <br />the 1976 Supplement to the General Plan added <br />certain goals for residential growth management <br />and for increased economic development; <br /> <br />-3- <br /> <br /> <br />
