District's Plant and of this agreement shall be to treat, dispose of, <br />and/or reclaim sanitary sewage, wastewater, and sludge residues <br />arising from domestic and related water uses; that the admission of <br />surface water, of groundwater, and of wastewater from commercial and <br />industrial processes, and from related nonresidential uses to the <br />sewage system shall'be subject to limitations described herein and <br />'that the admission of matter of a kind and quantity which may damage <br /> <br /> the plant, its functions, or the quality of its effluent or reclaimed <br /> products, including sludge residues, shall be prohibited. <br /> <br /> "District and City mutually agree that as part of the <br /> Pretreatment Program, pretreatment limitations for certain discharges <br /> and/or categories of discharges of commercial, industrial, and related <br /> nonresidential sewage and waste materials within the respective <br /> jurisdictions of District and City must be established. Further, <br /> District and City agree to specific limitations, prohibitions, and <br /> actions as follows: <br /> <br /> "ao Prevent to the best of their abilities the inflow to the <br /> sewerage system of storm and surface waters, land and roof drainage, <br /> and cooling water, and to identify and to abate existing surface water <br /> <br />inflows. <br />into the <br /> <br />To minimize infiltration of ground water and storm water <br /> <br />sewerage system through: <br /> <br /> Proper design, inspection of construction and testing <br />of new public sewers, whether constructed by the <br />District, the City or by others. <br /> <br />-2) <br /> <br /> Enactment of an adequate building code or permit <br />ordinance governing construction of private <br />building sewers and enforcement thereof through <br /> <br /> <br />
