all applicable laws, rules, and regulations governing the treatment <br />and disposal of sewage and treated effluent, and the utilization and <br />disposal of sludge residues. <br /> <br /> "This agreement does not give District a right to review <br />developments within City. <br /> <br /> "District and City mutually agree that to effectively administer, <br />operate, maintain, manage, and control the District Plant in <br />compliance with all laws, rules, regulations, and requirements for <br />pretreatment of commercial, industrial, and similar nonresidential <br />waste contributions to collection works within the respective <br />jurisdictions of District and City, a Pretreatment Program shall be <br />established subject to approval by the Regional Board. The <br />Pretreatment Program shall be administered and enforced by District <br />to ensure compliance with: national and local pretreatment standards; <br />schedules for installation of pretreatment technologies; Pretreatment <br />Program reporting requirements; independent inspection, surveillance, <br />and monitoring of waste discharges; and shall include sanctions and <br />remedies for noncompliance therewith. Specific procedures and <br />provisions for administration and enforcement shall be prepared and <br />adopted by District and City as part of Pretreatment Program <br />development." <br /> <br /> 2. Section 11 of the 1978 Agreement is hereby amende~ to read <br /> <br />as follows: <br /> <br /> "SECTION 11. <br /> <br /> "City shall <br /> <br />sewage <br /> <br /> COLLECTION AND DELIVERY OF SEWAGE. <br /> <br /> own, acquire, construct, operate, and maintain all <br />collection works within its jurisdiction, except as provided <br /> <br />3 <br /> <br /> <br />
