TASK 3: DEVELOP COMMUTER SERVICE DESIGN CRITERIA <br /> <br />Design criteria for a high-quality local commuter bus service wilt be <br />developed based on literature review and on other studies done by DKS <br />Associates, and consistent with the City's TSM Ordinance. The <br />suggested criteria will attempt to set forth measures of service <br />frequency, directness and speed of service, passenger loading <br />standards and bus stop proximity to employment and residential <br />locations for guiding the development of commuter transit services. <br /> <br />The design criteria will be presented to staff for their review and <br />comment, and will be modified as appropriate. <br /> <br />TASK 4: DEVELOP COMMUTER BUS ROUTE PLAN <br /> <br />Once design criteria have been agreed upon, an exclusive commuter bus <br />route plan will be developed to meet those standards. This plan will <br />attempt to link the identified commuter ourigins and destinations <br />together as directly as possible, and will give no attention to other <br />(non-commuter) transit needs nor potential funding limitations. <br />Essentially this will be a "saturation transit system" for the local <br />area. It will focus on the Pleasanton area. <br /> <br />For the saturation transit system, operating characteristics will <br />estimated, including the following: <br /> -Frequency of service <br /> -Cycle time for each route <br /> -Fleet requirements <br /> -Operating cost <br /> -Capital costs <br /> -Passenger capacity <br /> -Accessibility to routes <br /> -Potential mode split <br /> <br />be <br /> <br />The saturation system is likely to require funding in excess of that <br />projected to be available through TDA and other conventional sources <br />for public transportation funding. Therefore, a scaled down version <br />of this system will also be developed for comparative purposes. This <br />alternative system will assume that all of Pleasanton's share of <br />1 ocal TDA funding i s used to finance the commuter system within <br />Pleasanton. Operating characteristics as listed above will be <br />estimated for the TDA funding constrained system alternative. <br /> <br />Both of these plans will be presented to staff for review and <br />comment. <br /> <br /> <br />
