BACKGROUND <br />Section 22507 of the California Vehicle Code authorizes the City Council to create <br />limited time parking zones by ordinance or resolution. If these zones are created by <br />ordinance, the City Council, by resolution, may then designate a street, or any portion <br />thereof, as a limited time parking zone. The Pleasanton Municipal Code currently <br />contains twenty minute, one-hour, two-hour, and four-hour parking zones. <br />DISCUSSION <br />The Pleasanton Downtown Association (PDA) has requested that the City amend <br />Section 11.36.210 of the Municipal Code to create a three hour parking zone category. <br />According to the PDA, two-hour zones do not provide enough time for downtown <br />patrons to dine at local restaurants and then shop at downtown businesses. While the <br />existing four-hour zone would provide sufficient time for dining and shopping, the PDA is <br />concerned that the four hour time limit would encourage employees to park within the <br />zone and thereby impact prime parking locations for downtown patrons. The PDA <br />believes that athree-hour parking zone will promote combined downtown dining and <br />shopping trips while limiting the use of these zones by local employees.
