to adopt any specific geographic strategies to ensure that the community needs of minorities arc <br />met. "fhe City will continue to monitor Pleasanton's demographics in the future (e.g., through <br />activities focused around the upcoming 2010 U.S. census) and will modify its policies as needed <br />to address this issue. In addition, the City will continue to work with agencies such as Axis <br />Commrmity Health which serve disproportionate numbers of minority individuals and families <br />and provide good opportunities for outreach. <br />LEAD-EASED PAINT HAZARD REDUCTION <br />The Alameda County Lead Poisoning Prevention Program (ACLPPP), a department of the <br />Alameda County Community Development Agency, plays a primary role in addressing <br />prevention and treatment of lead poisoning county-wide. Its lead hazard reduction program is <br />focused within the County Services Area (CSA), the special district which funds Icad poisoning <br />prevention efforts in the Cities of Alameda, Berkeley, Emeryville, and Oakland. Pleasanton is <br />not currently a member of the CSA. <br />Resource Development <br />ACLPPP provides technical assistance to local agencies to encourage the incorporation of lead- <br />safe practices into existing and planned programs affecting health, housing and environmental <br />health. In order to achieve the Federal and State 2010 goal for the elimination of childhood lead <br />poisoning, significant resources will be needed t educate property owners of their responsibilities, <br />develop a trained construction workforce, provide tinancial assistance for low-income privately- <br />owned housing and develop a compliance infrastructure of local agencies. <br />ACLPPP applied under the F'Y 2005 SuperNOFA for funds to continue the Lead Flazard Control <br />Grant Program and Healthy Homes Demonstration Project and is seeking out additional <br />resources, opportunities and partnerships to support the 2010 goal. <br />Integration into Related Programs <br />The F{ousing and Community Development Department conducts lead-based paint inspections <br />on tenant-based rental assistance for F[OME and I[OPWA units built before 1978 on an annual <br />basis. Units that are managed by the Alameda County Housing Authority also conduct lead <br />inspections as a part of the Housing Quality Standard (HQS) Inspections for all Shelter Plus Care <br />participants. Lead-based paint inspections would also take place for any homeownership <br />programs administered by FIOMF,, CDB(i, Alameda County Housing "Crust Fund and <br />Redevelopment funding. Each HOMI? jurisdiction also has its own lead-based paint inspection <br />program and requirement that arc incompliance with I IUD regulations. <br />Action Plan - I+Y09 <br />City ur Pleasanton <br />Page 3J <br />
