City Engineer Jim Kelcourse said the Alameda County will receive $24.6 million from ARRA to be <br />used primarily for local streets, roads, and transportation projects; the item before the City Council <br />tonight is a request for the City's share of that amount. Staff has selected to use of Pleasanton's <br />$1.5 million to resurface Stoneridge Drive from Foothill Road to Stoneridge Mall Road, Stoneridge <br />Drive from West Los Positas to Santa Rita Road and Santa Rita Road from Mohr Avenue to Valley <br />Road with sound attenuating pavement. <br />Councilmember McGovern noted that LAVTA recently discussed applying for similar funds in areas <br />of capital improvement, specifically efficient lighting installation, and asked if this is strictly a request <br />for transportation funding. <br />Mr. Fialho explained that the federal government has identified roughly twenty project categories <br />that it would like local governments to pursue. This project is applying for funding out of the Streets <br />and Highways category which is aimed specifically at resurfacing projects. He added that there are <br />a number of projects staff believes will qualify for funding; this is an example of how those projects <br />will be presented to the City Council for consideration. <br />Councilmember Sullivan noted that the Department of Energy has significant funding available for <br />energy projects like solar pumps and PV systems that the city would likely qualify for. <br />Mayor Hosterman noted there were no public speakers. <br />MOTION: It was M/S Thorne/McGovern to adopt Resolution No. 09-269 authorizing filing of an <br />application for Federal American Recovery and Reinvestment Act of 2009 (ARRA) funding for the <br />Pleasanton 2009 ARRA streets and roads resurfacing project (CIP NO. 095014) and stating the <br />assurance to complete the project. Approve a Memorandum of Understanding between the City of Pleasanton and Alameda <br />County Fire Department to purchase radio communications equipment on behalf of the <br />Livermore-Pleasanton Fire Department <br />Fire Chief Bill Cody provided an update on the Public Safety Radio Project and MOU that will allow <br />the LPFD to participate in the regional grant for new P25 portable radios. Alameda County Fire <br />Department was awarded a regional grant of $1,052,168 for which it acts as the host agency. The <br />grant provides approximately 80% of the funding for the new radios with the remaining 20% to be <br />provided by the partner cities. The LPFD will receive 44 radios. <br />Councilmember Thorne questioned whether the equipment will allow for the transmission of data as <br />well as voice. Mr. Cody explained that the information provided in the Council's packet which <br />pertained to data transmission was part of a much larger project and provided background <br />information on the parallel project of reassignment of frequencies that can support data <br />transmission. The P25 project at hand does not support data transmission. <br />Councilmember Thorne said that LAVTA has had some discussion on the purchase of data <br />transmission equipment for its buses and he worried that it may not be consistent with what the <br />LPFD is doing. <br />City Council Minutes Page 7 of 8 March 3, 2009 <br />
