Veterans Hospital closure and the Recycled Water Master Plan which is being pursued for obvious <br />reasons. <br />Mr. Fialho explained that local priorities were established via similar discussion. Staff has learned <br />that the congressional delegation looks for projects that have been funded and are near completion. <br />The Firehouse Arts Center and Alviso Adobe were obvious candidates for that reason. The Access <br />Partnership with Pleasanton Unified School District was a direct result of discussions at the Youth <br />Master Plan level; at-risk counseling has been determined as a need to address mental health <br />generally and Pleasanton is currently the only city in the Tri-Valley that does not provide that level <br />of service. <br />Councilmember McGovern expressed interest in completing Lions Wayside Park in conjunction with <br />the Firehouse Arts Center and also believes there should be considerations for the Bernal property. <br />She asked if consultants are reviewing the priorities for the possibility of requesting additional funds. <br />Mr. Fialho explained that they did discuss those projects as well as others, but all are at least a year <br />or more from completion and so it was determined that they did not meet the criteria. There has; <br />however, been additional discussion surrounding these projects and the limited resources available; <br />it is believed that there is an opportunity to identify additional funding through other means to <br />accomplish that. <br />Councilmember Sullivan suggested that future priority settings incorporate a Council workshop for <br />information and feedback. <br />Vice-Mayor Cook-Kallio shared her experiences in Washington and noted that the general <br />consensus among staff there is that Pleasanton typically presents requests that are easy to <br />advocate. She added that lobbyists have been very helpful in terms of knowing where available <br />funds are and what in Pleasanton they would apply to which is advantageous in securing such <br />funding. <br />Councilmember McGovern noted that state legislative approaches discuss local government control <br />and matters of local concern. She said she does not currently see that happening on the state level, <br />particularly with housing elements and infrastructure issues, and urged more aggressive action. <br />Mayor Hosterman noted there were no speakers. <br />14. Adopt resolution authorizing the filing of an application for Federal American Recovery and <br />Reinvestment Act of 2009 (ARRA) funding for the Pleasanton 2009 ARRA streets and roads <br />resurfacing project (CIP NO. 095014) and stating the assurance to complete the project <br />Ms. Lora reviewed ARRA which was signed into law in February with the purpose to create jobs <br />and promote economic recovery to assist those most impacted by the recession; provide <br />investments needed to increase economic efficiency by spurring technological advances in science <br />and health; invest in transportation, environmental protection, and other infrastructure that will <br />provide long term economic benefits; and stabilize state and local government budgets to minimize <br />and avoid reductions in essential services and counterproductive state and local tax increases. <br />She explained that community development, economic development and housing, transportation, <br />public safety and homeland security, energy and telecommunications, and the environment have <br />been identified as opportune areas for local governments.
