affect each and every citizen, it is more than willing to discuss and lobby for fiscal issues that affect <br />this city. He asked the Council to reconsider its position and become a clear voice for Pleasanton. <br />John Carroll asked the City Council to reverse its decision approving the Stoneridge Drive <br />Extension and Staples Ranch Project EIR based on the substantial and last minute updates to the <br />draft EIR. He said that this action is a breach of CEQA procedure and that the citizens have been <br />deprived of their right to reflect and comment on this new information. He questioned the <br />intelligence behind expansion of a car dealership and construction of a massive ice facility in the <br />current economic climate and also if Pleasanton is in the financial position to maintain roads that <br />will soon see a significant increase in traffic. Mr. Carroll recommended that the City Council focus <br />its fiscal efforts on developing an agreement with the Alameda County Board of Supervisors to <br />provide adequate funding for the cost of this infrastructure as well as ongoing maintenance. <br />Matt Morrison, Tri-Valley Sierra Club, stated that the Sierra Club Executive Committee voted <br />unanimously to ask the City Council to re-circulate the draft EIR that includes proper mitigation for <br />the San Joaquin Spear Scale habitat loss, improve upon other inadequate mitigation measures as <br />detailed by the Alameda Creek Alliance, and include a detailed analysis and discussion of the <br />impacts, mitigation options, and project alternatives for the full extension of Stoneridge Drive. The <br />committee also voted unanimously to join any potential CEQA lawsuit filed by the citizens of <br />Pleasanton challenging the project's environmental documents. He explained that this decision has <br />initiated a process whereby the relevant documents will be reviewed by the Sierra Club San <br />Francisco Bay Chapter Legal Committee and the Sierra Club National legal staff. It is expected that <br />both parties will concur with previously retained counsel that the project's environmental documents <br />do not comply with CEQA's substantive and procedural requirements. He advised the City Council <br />that reversing approval of the Stoneridge Drive Specific Plan and Amendment/Staples Ranch <br />Project EIR and deciding instead to prepare and re-circulate a revised draft EIR would be supported <br />by the Sierra Club and would save the City costly and time consuming litigation. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />12. Receive informational report on the results of the Greenhouse Gas Emissions Analysis issued <br />by the International Council for Local Environmental Initiatives (ICLEI) <br />Assistant to the City Manager Maria Lara reviewed Pleasanton's commitment to climate protection <br />and outlined the Greenhouse Gas House Emissions Analysis provided by ICLEI. The analysis uses <br />2005 as the baseline year and incorporates data from Stop Waste, Caltrans, the California Energy <br />Commission, and the Citys own records to identify the greatest emitters in both local government <br />and community operations. ICLEI utilizes software that converts the three primary greenhouse <br />gases to equivalent carbon dioxides (CO2e). <br />Ms. Lara identified AB32 and S6375 as key pieces of legislation to monitor carefully. AB32 requires <br />a reduction in greenhouse gas emissions to 1990 levels by the year 2020 and another reduction to <br />80% below 1990 levels by 2050. The California Air Resource Board has created a scoping plan to <br />guide the implementation and achievement of these targets. SB375 assists in implementing AB32 <br />by linking emissions reductions from reduction of urban sprawl with funding and environmental <br />review. ABAG and MTC are currently working to synchronize their models and incorporate these <br />strategies. <br />Pleasanton's new Committee on Energy and the Environment will focus on establishing an <br />emissions reduction target, developing a climate action plan to achieve that target, implementing <br />the plan, and conducting a new inventory study to measure progress. <br />City Council Minutes Page 3 of 8 March 3, 2009 <br />
