Councilmember McGovern questioned and confirmed that 50% of the transportation CO2e levels <br />originate from state highways. She worried that highway improvements resulting in increased <br />volume would only add to this problem further and asked if AB32 and SB375 requirements take into <br />account what lies within city limits. <br />Ms. Lora explained that those strategy elements are still evolving. <br />Councilmember Sullivan added that SB375 tries to address the transportation issue through land <br />use planning which should ultimately result in fewer vehicle miles travelled. <br />Councilmember McGovern acknowledged that transit-oriented development may result in lesser <br />emissions than other development but maintained that building of any kind increases emissions. <br />She noted that if highway CO2e levels were not included, Pleasanton would be in an excellent <br />position to meet AB32 requirements. <br />Mr. Fialho concurred and added that SB375 also encourages use of renewable energy, building <br />efficiencies, and other activities identified by the report. The Committee on Energy and the <br />Environment will be tasked with identifying these activities and developing a work plan for the <br />Council to consider. <br />Councilmember McGovern noted that the aquatic center represents tremendous energy <br />consumption and asked if increasing the use of solar in CIP projects has been considered. Mr. <br />Fialho said staff plans to discuss acity-wide PV strategy in the upcoming weeks. He introduced <br />Director of Operation Services Daniel Smith. <br />Mr. Smith reported that the City has several efficiency initiatives and explained that the aquatic <br />center has already experienced retrofits such as variable frequency drop-drive pool pumps and <br />different types of gas and electrical generators. <br />Councilmember McGovern asked for a detailed report on those initiatives. <br />Mr. Smith identified the city's largest electrical users as Well 8 at the Corporation Yard and Wells 5 <br />and 6 next to Alisal School, and explained that solar retrofits are being considered for each. The <br />City's fleet is also transitioning to hybrid vehicles with six in place currently and another three on <br />order. <br />Mayor Hosterman said she is in the process of interviewing applicants for Committee on Energy <br />and the Environment and anticipates that appointments will be made soon. <br />Mayor Hosterman noted there were no speakers <br />Councilmember noted that historically there has been substantial planning but poor implementation <br />and stressed the need to implement this committee as the highest priority so that it may return to <br />the Council with plans. <br />Councilmember Thorne asked that the Council and the Committee remember that there are other <br />aspects to consider aside from what ICLEI has given them and also to carefully consider the cost <br />benefit analysis of all plans. <br />Councilmember Sullivan added that there are multiple grants in this area that the city has not been <br />taking advantage of. <br />City Council Minutes Page 4 of 8 March 3, 2009 <br />
