REPORTS OF THE CITY MANAGER <br />Item 12a <br />Review of Street Lights on Foothill Road at Golden Eagle Farms <br />Development <br />Mr. Elliott presented his report (SR 90:265) regarding the <br />matter. <br />Mr. John Innes, 1586 Foothill Road, stated that he concurred <br />with the Staff Report that the alternate old fashioned lighting <br />would pose a danger to people driving down Foothill Road because it <br />tended to focus right through the windshields of cars, especially <br />at the south end of the project. Additionally, these lights have <br />hot spots that spray light considerably. He mentioned that there <br />are major communities within the Bay area which do not follow the <br />lighting standard for a residential arterial of 1.0 average <br />footcandles and a uniformity ratio of 3:1, and that Hopyard Road <br />between West Las Positas Boulevard and Stoneridge Drive, West Las <br />Positas Boulevard between Hopyard Road and Stoneridge Drive, and <br />Sunol Boulevard do not meet this requirement. He said that the <br />light level Mr. Elliott is requesting is equal to about 95$ of what <br />the Raley's parking lot has. He requested Council to consider the <br />alternative of not installing any lights on Foothill Road except at <br />the intersections. <br />Mr. Brandes commented that small lamps would be adequate for <br />Foothill Road but that from the standpoint of liability, it would <br />be better to have no light than substandard light. He stated that <br />Mr. Innes' suggestion that lights be installed only on <br />intersections would be a good compromise to providing safety and <br />responding to the residents' request. <br />Mr. Ted Fairfield, Consulting Engineer representing Golden <br />Eagle Farms, stated that the project's developer and staff have <br />designed and asked to be installed, with the active concurrence of <br />the City staff, a system that meets the appropriate lighting <br />for the area. He indicated that he was not willing to accept the <br />consequence or the premise that lighting the intersections is all <br />that would be required to meet objective standards. He added that <br />the Golden Eagle Farms development team agrees with the Staff <br />Report and suggests that it constitute the best compromise <br />available and provide for the painting of the electric stands to do <br />away with galvanized shiny metal during the daytime. <br />- 24 - <br />7-10-90 <br />
