All other potential noise impacts of the Concurrent Extension are the same <br />as the Deferred Extension because the proposed uses of the project site <br />with either scenario remain the same. <br />The Concurrent Extension therefore poses no new significant noise <br />impacts or substantial increases in the severity of such impacts beyond <br />those identified in the Draft EIR. <br />Population and Housing <br />Findings Regarding Significant Impacts <br />1. Potential to exceed the annual limit for residential uses under the City's <br />Growth Management Ordinance <br />Finding. The City finds that the following mitigation measure is feasible and has <br />been incorporated into the MMRP, thereby mitigating the impact to a <br />less-than- significant level: <br />Phase construction of residential units at the continuing care <br />community based on the City's Growth Management Ordinance, <br />unless otherwise exempted by the development agreement, per MM <br />PH-1.1. <br />DEIR, p. 3.8-7 <br />Findings Demonstrating No Need for Recirculation <br />1. Effect of Concurrent Extension on Population and Housing <br />The potential population, employment and housing impacts of the <br />Concurrent Extension are the same as the Deferred Extension because <br />the Concurrent Extension will not change the uses of the project site. <br />Indirect population growth, if any, as a result of construction of Stoneridge <br />Drive could be induced at an earlier date as a result of the Concurrent <br />Extension, but the total amount of induced growth would be the same with <br />the Concurrent Extension as with the Deferred Extension. As stated in the <br />Draft EIR, the growth-inducing impacts of the Project and the Ice Center <br />Alternative have been anticipated by the more intensive uses of the <br />project site contemplated by the 1989 Stoneridge Drive Specific Plan <br />(which assumes the Concurrent Extension), and are therefore less than <br />significant.
