4. Potential for substantial permanent increase in ambient noise levels <br />Finding. The City finds that the following mitigation measure is feasible and has <br />been incorporated into the MMRP, thereby mitigating the impact to a <br />less-than-significant level: <br />Provide noise attenuating pavement to new portions of Stoneridge <br />Drive, per MM NO-4.1 <br />DEIR, p. 3.7-35 <br />Findings Demonstrating No Need for Recirculation <br />1. Effect of Concurrent Extension on Noise <br />The impacts of constructing an additional two lanes of Stoneridge Drive <br />and pile-driving associated with the construction of a second bridge across <br />Arroyo Mocho will be the same as the impacts analyzed by the Draft EIR <br />for the first two lanes and first bridge of Stoneridge Drive. The combined <br />noise impacts of contemporaneous construction of both halves of <br />Stoneridge Drive with the Concurrent Extension will not be greater than <br />with the Deferred Extension because the noise created by the construction <br />of each half of Stoneridge Drive will be reduced to a less than significant <br />level by the noise attenuation measures of Mitigation Measure NO-3.1. <br />Additional pile-driving noise impacts associated with the construction of a <br />second bridge across Arroyo Mocho would also be mitigated to a less than <br />significant level by Mitigation Measure NO-2.1 because it requires <br />compliance with the same peak particle velocity standard regardless of <br />whether one or two bridges are constructed at any given time. The same <br />notification requirements of Mitigation measure NO-2.2 would also apply <br />to reduce pile-driving impacts to a less than significant level. (See, <br />Section 3.3 above for additional related mitigation). <br />Ambient transportation noise levels may be higher with the Concurrent <br />Extension due to additional through-traffic along Stoneridge Drive under <br />project conditions. The Draft EIR analyzed the noise impacts of the full <br />extension of Stoneridge Drive to EI Charro Road at the cumulative level <br />and found them to contribute 1.5 dBA compared to the cumulative <br />baseline. The Draft EIR determined that cumulative ambient <br />transportation noise impacts would be less than significant by requiring <br />noise attenuating pavement for the full extension of Stoneridge Drive as a <br />mitigation measure, which would reduce noise levels by 2 to 3 dBA. As <br />such, while the Concurrent Extension could introduce additional ambient <br />transportation noise impacts at an earlier date than the Deferred <br />Extension, the Draft EIR has already analyzed such impacts at the <br />cumulative level and has deemed them to be less than significant after <br />mitigation. <br />Stoneridge Drive Specitic Plan Amendment and Staples Ranch Project <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 29 of 47 <br />
