BACKGROUND During a joint meeting on June 4, 1998 the Pleasanton City Council and Pleasanton Unified School District approved the establishment of a Youth Master Plan for the City of Pleasanton. Through the work of the Youth Master Plan Steering Committee, a Master Plan comprised of a vision statement, guiding principles and goals and objectives was developed. The Youth Master Plan was completed in 1999 and resulted in the creation of the YMPIC to oversee the implementation of the Master Plan goals and objectives. During the past twelve months, the YMPIC completed an audit of the Youth Master Plan goals and objectives and is now prepared to pursue a Youth Master Plan Update. During a facilitated meeting conducted by trained city staff, the YMPIC identified the key elements of a successful Master Plan update. This information was distilled and used to develop the scope of work with MIG, Inc., the proposed consultant. DISCUSSION The Youth Master Plan Update will be steered by an Ad-hoc committee (committee) comprised of youth and adult YMPIC members. The committee will meet on a regular basis to further develop the steps in the Master Plan update process and provide recommendations, updates and create work assignments for YMPIC members. The Youth Master Plan update process will create opportunities for YMPIC members to develop community outreach skills. Beyond traditional community forums, the Master Plan Update process requires YMPIC members to conduct outreach to a variety of community stakeholders by attending community meetings to solicit input, develop a survey and web poll administered through the City website and provide a community review period whereby members of the community will have the ability to view the draft master plan on-line and make comments. The updated Master Plan will be completed by June 2010. Additional details regarding the process are outlined in the professional services agreement (Attachment 1). In August 2008 an RFP was issued for the Youth Master Plan Update. The RFP was mailed to four vendors including, Green Play LLC, MIG Inc, Pros Consulting LLC, and Velasco Consulting LLC. Staff received one response from MIG, Inc. Upon review of the proposal staff concluded that MIG was qualified to conduct the Youth Master Plan Update and worked with MIG to develop a scope of work that will meet the interests of the YMPIC.
