BACKGROUND <br />During a joint meeting on June 4, 1998 the Pleasanton City Council and Pleasanton <br />Unified School District approved the establishment of a Youth Master Plan for the City <br />of Pleasanton. Through the work of the Youth Master Plan Steering Committee, a <br />Master Plan comprised of a vision statement, guiding principles and goals and <br />objectives was developed. The Youth Master Plan was completed in 1999 and resulted <br />in the creation of the YMPIC to oversee the implementation of the Master Plan goals <br />and objectives. <br />During the past twelve months, the YMPIC completed an audit of the Youth Master Plan <br />goals and objectives and is now prepared to pursue a Youth Master Plan Update. <br />During a facilitated meeting conducted by trained city staff, the YMPIC identified the key <br />elements of a successful Master Plan update. This information was distilled and used <br />to develop the scope of work with MIG, Inc., the proposed consultant. <br />DISCUSSION <br />The Youth Master Plan Update will be steered by an Ad-hoc committee (committee) <br />comprised of youth and adult YMPIC members. The committee will meet on a regular <br />basis to further develop the steps in the Master Plan update process and provide <br />recommendations, updates and create work assignments for YMPIC members. The <br />Youth Master Plan update process will create opportunities for YMPIC members to <br />develop community outreach skills. Beyond traditional community forums, the Master <br />Plan Update process requires YMPIC members to conduct outreach to a variety of <br />community stakeholders by attending community meetings to solicit input, develop a <br />survey and web poll administered through the City website and provide a community <br />review period whereby members of the community will have the ability to view the draft <br />master plan on-line and make comments. The updated Master Plan will be completed <br />by June 2010. Additional details regarding the process are outlined in the professional <br />services agreement (Attachment 1). <br />In August 2008 an RFP was issued for the Youth Master Plan Update. The RFP was <br />mailed to four vendors including, Green Play LLC, MIG Inc, Pros Consulting LLC, and <br />Velasco Consulting LLC. Staff received one response from MIG, Inc.
