( (. <br />One of the primary concerns in reviewing a condil:ional use permit application is the effect of the <br />proposed use on surrounding uses. As stated eazlie:r, the subject site is surrounded by <br />commercial/office/light industrial uses to the east and south, and residential uses to the north and <br />west, across from Stoneridge Drive and Santa Rita Road. <br />Staff is unawaze of any land use problems associated with the Pleasanton Community Church <br />during the past 15 yeazs of operation at the subject: site and believes the church's use of the <br />property to be appropriate. The church already has a Sunday school program and evening bible <br />sessions since the use permit approval in 1988 without any apparent adverse impacts on the <br />businesses within the same office center, or businesses and residents in the surrounding azea; no <br />complaints have been reported to the City. <br />Given that all activities would be held inside the building, that the enrollment would be limited <br />to 32 students at one time, that the daycaze would operate only 13.75 hours per week, and that <br />school students would be transported in vans from school(s) to the daycare location, the <br />proposed use is not expected to generate any significant impacts to other businesses either in the <br />same office center or in the surrounding azeas. In addition, the Santa Rita Office Center Owners <br />Association has unanimously supported the proposed after school daycare program if it is <br />operated completely inside the existing building. <br />The existing building is primazily being used as an office building. The proposed after school <br />daycare program would change the use of the building, which may, as a result, require <br />modifications to the existing building per Building Code requirements. Recommended <br />conditions of approval require that the applicant submit plans of the daycare facility to the <br />Building Department for review and approval, and obtain necessary permits. <br />Noise <br />The subject office complex is located on the southE;ast comer of Stoneridge Drive and Santa Rita <br />Road. The neazest residences are located approximately 350 feet east of the church's education <br />building at 4455 Stoneridge Drive, sepazated by a ltazking lot, Santa Rita Road, and the Alameda <br />County Transportation Corridor. The nearest residence to the north is approximately 500 feet <br />from the subject building and is sepazated by Stoneridge Drive and other office buildings. Noise <br />impacts to these residences will not be an issue since all activities would occur indoors and since <br />the operation of the facility would be limited to late; afternoon hours. The applicant indicated <br />that children would spend a lazge part of the after school hours working on structured activities <br />and any "noisy" activities may occur when there is a group activity held in the activity room. In <br />addition, the school children would be entering the building through the building southern <br />entrance, which is further away from other buildings in the same office center. Based on the <br />applicant's description of classroom instructions and activities and a site visit to the subject <br />location, staff believes that it is unlikely that the noise generated from the after school activities <br />would impact the businesses in the same office center or adjacent businesses. <br />Case No. PCUP-84 Planning Commission <br />Page - 4 - <br />
