Parking <br />The Pleasanton Municipal Code requires that office use provide parking at a ratio of one parking <br />space for every 300 square feet of gross floor area. The existing 12,800-squaze-foot building <br />provides a total of 49 parking spaces, which is consistent with the parking requirement (43 <br />parking spaces are required by the parking ordinance). <br />As previously mentioned, the proposed program would employee two full-time employees. <br />Given the age of students who would be enrolled in the program, the applicant indicates that the <br />majority of the students would be carpooling to the facility and that they would be picked-up <br />individually by their parents at the end of the program. <br />The current parking lot was constructed to support the office building on the subject site. The <br />proposed after-school program may require more pazking spaces than it is require by an office <br />use. In this case, the issue is whether the existing pazking is adequate to handle the parking <br />demand generated during the 10-minute drop-off 1:ime in the afternoon. <br />At the estimation of four students per vehicle, eight parking spaces would be needed for carpool <br />vehicles. Staff visited the subject site around 3:30 p.m., and observed that, on an average, 32 <br />parking spaces, or approximately 65% of the parking spaces were available. In discussion of the <br />proposed use with the property owner, staff was informed that parking has not been an issue at <br />the subject site since it provides more parking spaces than that is required by the pazking <br />ordinance. The property owner also indicated that short-term parking spaces could be designated <br />to facilitate the parking demand during the drop-off time. Based on the site observation, staff <br />believes that the on-site parking is sufficient to support the short-term parking demand from the <br />proposed use. In addition, the parking lot appeared rather empty after 5:15 p.m. Thus, there <br />should not be a parking/circulation issue at and after 5:30 p.m. when the parents go to the <br />facility to pick up their children. <br />State Licensing Review <br />The State Department of Social Services Community Care Licensing has reviewed the proposal. <br />Pursuant to Section 101158 of State of California F[ealth and Safety Code, the State licensing <br />department has granted an exemption status to the proposed program based on its caring for <br />school age children and its weekly operation of 15 Hours or less. To ensure that the facility <br />would always in compliance with the State licensing requirements in the event of changing <br />operation hours and/or accepting younger children, staff has added a condition of approval <br />requiring the facility owner/operator to obtain prior State approval. <br />Case No. PCUP-138 Planning Commission <br />Page - 4 - <br />
