Pleasanton may locate the Sunol Access as far <br />north as the point at which Mission Drive intersects with Sunol <br />Boulevard or as far south as the southerly border of the City's <br />corporation yard (as shown on Exhibit E) . <br /> <br /> e. Yestern Pacific railroad tracks unless traffic studies show that <br />traffic levels of service would reach or exceed 91% of capacity <br />(Level of Service E as described in Exhibit F) at the intersection <br />of Sunol and the Sunol Access street or at the intersection of <br />Old Bernai Avenue and New Bernal Avenue (shown on Exhibit B) . <br />Level of Service shall be calculated by the critical lane method <br />of capacity analysis which considers "critical" (or highest <br />volume) conflicting movements. This method of capacity analysis <br />is based on methods utilized in Circular 212 of the Transportation <br />Research Board published in 1980. If additional street improvements <br />are required as a result of traffic conditions reacbing LOS E, <br />then Pleasanton shall allocate the cost of such street improvements <br />in a fair and evenhanded manner between parcels contributing to <br />the problem. <br /> <br /> ~ The Sunol Access is traversed by a 100 foot <br /> <br />wide railroad right-of-way presently owned by the Southern Pacific <br />Railroad. <br />/// <br /> <br /> <br />
