The City finds that the following mitigation measures are feasible and have <br />been incorporated into the MMRP; however, because these impacts occur <br />outside the City's jurisdiction, unless the intersection improvements are <br />implemented by the governing jurisdiction where the intersections are <br />located, the impact would remain significant and unavoidable.
