Environmental Impact Report <br />The Final EIR identifies potential environmental impacts and mitigation measures. The <br />Environmental Findings, Statement of Overriding Considerations, and Mitigation <br />Monitoring and Reporting Plan are stand alone documents which were derived directly <br />from the EIR. The EIR concludes that, if the proposed mitigation measures are <br />adopted, impacts resulting from the Stoneridge Drive Specific Plan Amendment/Staples <br />Ranch project and subsequent development of Staples Ranch could be reduced to a <br />less than significant level, with the exception of three items which according to CEQA <br />regulations must be categorized as "significant and unavoidable" and require the <br />Council to adopt a Statement of Overriding Consideration which is discussed below. <br />The three items are as follows: <br />• Visual resources -resulting from the conversion of Staples Ranch from <br />undeveloped to developed land and the loss of its current rural character <br />• Air quality -resulting from emissions of ozone above thresholds used by the Bay <br />Area Air Quality Management District <br />• Traffic congestion -resulting from increased vehicular trips from the Staples <br />Ranch development at intersections outside the jurisdiction of Pleasanton <br />The EIR also includes an analysis of project alternatives, including a No Project (no <br />build) alternative, development of Staples Ranch under the 1989 SDSP, development of <br />an Ice Center as part of the Community Park site development, and a primarily open <br />space option for the Community Park. Staff is recommending that the Ice Center <br />Alternative be adopted. This Alternative was recommended by the Planning <br />Commission. <br />The EIR also analyzed future, cumulative impacts, including the full extension of <br />Stoneridge Drive; however, to remain consistent with the MOU, the EIR itself does not <br />include a project alternative for the actual roadway extension. As stated previously, the <br />MOU assumes Stoneridge Drive as a cul-de-sac on the east with a cul-de-sac to the <br />road serving the auto mall and community park, with available emergency vehicle <br />access to/from EI Charro Road. <br />A listing of all environmental impacts associated with the project, including the level of <br />significance, and the mitigation/improvement measures intended to mitigate the impacts <br />are listed in Table S-2 Summary of Impacts and Improvement Measures beginning on <br />page S-13 of the FEIR. The Draft Mitigation Monitoring and Reporting Plan (Attachment <br />7) includes a listing of the mitigation and improvement measures and identifies the <br />monitoring action, and who is responsible for carrying out and tracking the mitigation. <br />While the FEIR accurately reflects impacts and mitigations, staff recommends that <br />mitigation measure PH-1.1 (relating to the timing of construction at the continuing care <br />community) be deleted since the development agreement for the project will address <br />Page 6 of 10 <br />
