Authorize staff to enter into a contract with <br />Chandler Lee to perform the services outlined in the enclosed <br />work program and include the provision of office space in City <br />Hall for the General Plan update. <br /> <br /> c. Approve the proposed schedule of tasks shown <br />in Figure 1 including tentative dates for Council review and <br />public meetings. <br /> <br />2. Options for Including the IGPR Conm~ittee's Recommendations <br /> <br /> Staff recommends that the City Council approve Option 3 <br />which entails the following actions: <br /> <br /> a. Agree to initiate General. Plan Amendmen'ts (GPA) <br />for the Con'~ittee's Land Use and FAR recommendations at its June GPA <br />hearing, <br /> <br /> b. Adopt a resolution at that time to consider the <br />Committee's recommendations along with existing City policy in the <br />event that development applications are made during the time in which <br />the General Plan update is being conducted. <br /> <br /> c. Direct staff to include consideration of the <br />Committee's recommendations as part of the General Plan update <br />process for possible inclusion in the final General Plan document <br />scheduled for adoption in August of ]_985. <br /> <br />II. Approach to a General Plan Update for Pleasanton <br /> <br />A. Justification <br /> <br /> The existing General Plan was mostly written over ten <br />years ago and consists of more than 1,000 pages in 12 separate <br />elements. Although the plan has provided valuable guidance <br />to the City in the past, recent and proposed clhanges in State law <br />favor a more cogent General Plan focusing on issues of greatest <br />concern to residents of the community. In addition, recent events <br />in P]easanton indicate a need for an updated General Plan including: <br /> <br /> 1. The Industrial General Plan Review Conm~ittee's list <br />of 40 recommendations for inc].usion in the General Plan document, <br /> <br /> 2. The rapid development of business parks in north <br />Pleasanton and the need to coordinate this growth with other <br />areas of the city, <br /> <br /> <br />
