SR 84:144 <br />Page 3 <br /> <br /> 3. The legal challenge to the City's amendment to <br />the General Plan to allow industrial and commercial development, and <br /> <br /> 4. The concerns of many residents .regarding City <br />policies to provide housing~ public services and environmental <br />protection in light of recently approved industrial development. <br /> <br />B. The Planning Process <br /> <br /> The updating of a General Plan for a rapidly growing <br />City like Pleasanton is a major undertaking which directly affects <br />and is of interest to many people in the community. Based on previous <br />General Plan reviews in Pleasanton, a 14 month process is proposed <br />which requires input from City Council and Commissions, City <br />staff, property owners, residents and businesses alike. A four <br />phase approach has been developed to guide the co~nnunity from general <br />concepts about community development to specific policies and programs <br />which will provide the basis for planning in Pleasanton for the next <br />20 years. As important as the final General Plan document, is a <br />planning process which involves all segments of the conununity and <br />builds a concensus, ].ike that achieved by the industrial General. <br />Plan Review, through rigoro~s data analysis, evaluation of alter- <br />natives, discussion of issues and formulation of policy. A series <br />of Councjl, staff and public meetings have been included in the <br />process supported by a full-time consultant. to generate data, answer <br />questions, conduct meetings and. oversee the entire process. <br /> <br /> The report issued by and the process followed by the <br />Indus~.rial General P.]. an Review Committee provides valuable guidance <br />which can be applied heze. The recommendations contained in their <br />report Logether with policies and information contained in the <br />existing General Pl~n are a useful point of departure for the General <br />Plan update. Also, the Co~mn~ttee's recon-mendation to have sta~ <br />compile all relevar~t data prior to involving the citizenry has been <br />incorporated into th~ schedule of tasks and public meetings over <br />the !4 month period. The Con-~nittee's request for a residential <br />review has been sappjemented to include citizen review of all issues <br />related to the General Plan ]ncluding land use, transp<~rtation, hoasing, <br />environr~ent~i quality and [~he interrelationships among them. Following <br />this process wil] pL-ovide City decjsion.-makers, staff a~d the ge~eral <br />public with an ~nderstanding of how individual_ elements of the General <br />Plan inter~:'e].a~re ar~'.~ the importance of consister~cy throughot~t the ~].a.n~ <br /> <br /> <br />
