SR 84:144 <br />Page 10 <br /> <br />Phase III: Formulate Draft General Plan and EIR <br /> <br />TASK 10: Prepare Draft General Pl. an Document <br /> <br />Based on the land use and policy direction established <br />in the preferred alternative, a concise document will <br />be prepared which includes policies, implementation pro- <br />grams and justifications in a format which can be understood <br />by the general public and which provides clear guidance <br />to City decision-makers. Whenever possible, imple- <br />mentation actions will be coordinated with the City's <br />Capital Improvement Program. <br /> <br />The document should be limited to about 150 pages and <br />include explanatory graphics, wherever possible, and a <br />land use map. Technical information should be referenced <br />and included in the EIR or a separate appendix. Consi- <br />deration should be given to storing the text on a word <br />processor disc and printing the document in a loose leaf <br />format which could be easily amended as conditions change. <br />The following is suggested as a possible format to include <br />all nine state mandated elements. <br /> <br />10.1 Land Use <br /> <br />10.2 Circulation and Scenic Highways <br /> <br />10.3 Housing <br /> <br />10.4 Conservation and Open Space <br /> <br />10.5 Public Safety and Services <br /> <br />10.6 Environmental: Noise, Air and Water Quality <br /> <br />TASK 11: Test for Compliance with State Law and Other <br />Legal Considerations <br /> <br />The draft General P].an should be reviewed by the City' <br />Attorney for compliance with applicable land use laws and <br />court decj_s]ons, for susceptibility to litigation and for <br />clarification of significant policy issues. Also, the <br />draft shou].d be reviewed with the State Office of Planning <br />and Research, Office of Noise Control[ and Department of <br />Housing and Community Development for compliance with <br />California General Plan laws.
