B. City Council Options <br /> <br />1. Adopt a City-wide ordinance applicable to all major <br /> industrial/commercial/office developments requiring partici- <br /> pation in a TSM program. <br /> <br />2. Amend existing PUD ordinances to include a TSM condition, <br /> <br />C, Staff Evaluation <br /> <br />The need -For a 'FSM ord'inance <br /> <br />Existing PUD conditions of approval are structured such <br />that individual projects, e.g. Pleasanton Park, are <br />responsible for traffic levels on an adjacent roadway <br />regardless of ~.~hether that traffic is attributable to that <br />project or not. Because the existing PUD conditions include <br />most],v ar'te~'ial streets such as Flopyard and Santa Rita Roads <br />which ca~"r':~, traffic from all areas of the community, it <br />would seem only fair' to require major projects throughout <br />Pleasanton to reduce traffic trips in order to meet City <br />standards, The method most used in other cities to spread <br />this responsibility equitably throughout the community is <br />a TSM ordinance. <br /> <br />D, Staff Recommendation <br /> <br />1. City Council should direct staff to investigate various <br /> methods of requiring TSM plans as adopted by other cities <br /> and develop several options for possible application in <br /> Pleasanton by March 27, 1984. <br /> <br />E-1 through_~.~S__.EB.Zironmental Policies and Standards <br /> <br />Action 1: Update environmental policies and standards and incorporate <br />into the General Plan. <br /> <br />A. Summary <br /> <br />The Committee has recommended 17 separate actions which call <br />for environmental policies and standards (e.g. California Air <br />Quality Standards) to be included in the City's General Plan. <br />The policies and actions address noise, air quality, hazardous <br />materials, sewage treatment, water quality and supply, design <br />guidelines, flora and fauna and open space and are traditionally <br />included in General Plans as guidelines for community growth <br />and change. <br /> <br />B. City Council Options <br /> <br />1. Incorporate these policies and actions during the proposed <br /> General Plan update, to the extent that they are internally <br /> consistent among all e'lemer~ts of the General Plan. <br /> <br />2. Amend the existing General Plan to include these policies <br /> and s~.andards. <br /> <br /> <br />
