The need for revised environmental policies and standards <br /> <br />State law requires local governments to review their General <br />Plans including the policies and standards of each of the <br />nine mandatory elements on a regular basis. One of the <br />major re~:ommendations t~f the Industrial General Plan Review <br />Committee is to rewrite 'the entire General Plan and <br />incorporate revised policies, standards and land uses based <br />on changes occuring since the last General Plan was adopted. <br />Since the Committee is recommending that 34 other changes <br />in addition to these environmental standards be incorporated <br />in a new General t~lan document, it would seem logical to <br />combine al 1 the pr~posed recommendations relating to the <br />General Plan in one effort, provided that they are internally <br />consistent, as required by State law. <br /> <br />DI Staff Recommendation <br /> <br />City Council should direct staff to include these <br />environmental policies and standards as part of the work <br />program fr~r the proposed General Plan Update. <br /> <br />H-1 through 6: Comprehensive Monitoring System <br /> <br />Action i - Establish a comprehensive system to monitor the <br />environmental effecCs associated with industrial development. <br /> <br />A. Establishing programs to monitor changes in these conditions <br /> over time as the community develops and changes; <br /> <br />3. Evaluating projects' con'lpliance ~ith adopted <br /> of approval and environmental standards; .and <br /> <br />conditions <br /> <br />4.
