City Council could delegate the responsibility of working <br /> with staff to the Steering Committee. <br /> <br />3o City Council could direct City staff to develop implementation <br /> measures independent of the Committee. <br /> <br />C. Staff' Evaluation <br /> <br />1. The need for staff assistance in implementing Committee <br /> recommendations <br /> <br />The need for the continuation of the Committee's consultant <br />is evidenced by the volume of recommendations, the need <br />for interpreting the Committee's intent on specific <br />reconlmendations and the current workload of City staff, <br />particularly in tile next few months prior to submission <br />of the FY 1984-85 budget. Members o~ the Committee appear <br />to support the consultant in representing their position. <br />The consultant could provide staff with valuable assistance <br />in interpreting the Committee's intentions and developing <br />programs for implementation. <br /> <br />D. On February 28, 1984 the Council <br /> should formally relieve the Steering Committee of their <br /> responsibilities. <br /> <br />D-2 Maximum LOS D on All Roadways <br /> <br />Action 3e - Develop a City-wide Transportation Systems Management <br />(TSM) ordinance. <br /> <br />A. Summary <br /> <br />The City Council has adopted PUD conditions which restrict Levels <br />of Service (LOS) on City roadways from exceeding LOS D (90% <br />of capacity). In order to maintain traffic within these levels, <br />various transportation studies have indicated that an average <br />of 40% of peak hour, work-related traffic trips will need to <br />be shifted away from single occupancy vehicles and into <br />ridesharing, transit, non-vehicular or off-peak trips. City <br />Council has adopted a TSM requirement as a condition of approval <br />for' Hacienda Business Park but not for other PUD developments- <br />The Committee is requesting that this requirement be extended <br />to apply to all major developments of 100 employees or more. <br /> <br />-19- <br /> <br /> <br />
