City Council could contract with private organizations (e.g. <br /> traffic, noise and air quality consultants) to assist City <br /> staff in preparing these periodic reports and presenting <br /> their findings directly to the City Council. <br /> <br />C. Staff Evaluation <br /> <br />1. The need for a procedure to monitor PUD conditions <br /> <br />City Council has adopted a comprehensive set of PUD conditions <br />which de require nlonitoring over time ~'o ensure they are <br />properly 'implemented by business park developers. City <br />staff currently does monitor these conditions but the number <br />of conditions (over 100 in some cases) and their technical <br />complexity (e.g. air quality monitoring) make it difficult <br />for staff to evaluate all the major conditions frequently <br />with exist:ing personnel. Furthermore, the General Plan <br />Review Committee perceives the need for increased reporting <br />of this information in a format understandable to the public. <br />City sta~i"~ agrees with the need for an effective mechanism <br />to monitor these conditions and would like to explore various <br />options of implementing the task. <br /> <br />Do Staff Recommendations <br /> <br />1. City Council should direct City staff to develop an outline <br /> of monitoring needs to effectively evaluate compliance with <br /> PUD conditions of approval and evaluate the costs and <br /> effectiveness of each of the options discussed above. The <br /> analysis should be completed by March 27th and include data <br /> requirements, monitoring equipment, staff time, expert <br /> consultation, reporting procedures, and cost and time <br /> estimates. <br /> <br />Recommendation C-7: Implementation of Recommendations <br /> <br />Actions 1 & 2 - Allocate funds to retain the Committee's consultant <br />to work with staff to capture the intent of and implement the <br />Committee's recommendations. <br /> <br />A. Summary <br /> <br />The Industrial General Plan Review Committee completed its final <br />report and presented its recommendations to Council on January <br />31, 1984. Since that time, their consultant has been working <br />with City staff and the Steering Committee on a plan to implement <br />their necommendations. The consultant's contract expires on <br />March 14, 1984 and the Committee would like the City Council <br />to extend that contract so he could work with City staff to <br />complete the schedule of implementation and relieve the Steering <br />Committee of its formal duties. <br /> <br />B. City Council Options <br /> <br />1. City Council could extend the consultant's existing contract <br /> through June 30~ 1984 - the end of the current fiscal year. <br /> This should provide adequate time to prepare the staff reports <br /> <br /> <br />
