Recommendation C,--5: Env~i"'ortillental Monl [oriri~ Coinmission <br /> <br />Action I - Appoint a five member' Commission to monitor compliance <br />with industrial/commercial/office PUD conditions of approval. <br /> <br />A. Summary <br /> <br />The Committee's intent is to establish a formal procedure for: <br /> <br />Reviewing technical data concerning traffic, noise, air <br />and water ~!~.ial"ity, hazardous materials and fiscal impacts; <br /> <br />Establishing p~'ogranis to n~on'itor changes in these conditions <br />over Lime as the community develops and ~:hanges; <br /> <br />3. Evaluating projects' compliance with <br /> of apj3rc~va! and en,,~-i ~"c:,"'im~:!nt;al sta:~darcis; <br /> <br />adopted conditions <br /> <br />4. Recon'~endinq miti9ations to ensure <br /> conditiorls and s'Landards are met; <br /> <br />that Pleasanton's <br /> <br />5. Planning shor't - and iang.-range transportation improvements; <br /> and <br /> <br />6. Summarizing and forwarding recommendations to City Council. <br /> <br />B. City Council Options <br /> <br />1. City Council could appoint such a Commission with specific <br /> responsibilities to review compliance with PUD conditions <br /> and City development standards. The Commission could be <br /> structured similar to the Planning Commission and assigned <br /> its own staff. The Commission would need to hold regular <br /> meetings; supply the public with agendas, staff reports <br /> and minutes; direct staff to perform specific analyses; <br /> and make formal recommendations to the City Council. <br /> <br />2. City Council could establish a formal procedure by which <br /> City staff could perform these functions and make periodic <br /> reports to City Council and the public. Such a procedure <br /> could entail a periodic staff report which lists conditions <br /> and standards for each major PUD; summarizes existing and <br /> projected conditions, e~g, roadway Levels of Service; compares <br /> recent changes in conditions with occupancy of buildings <br /> and recently implemented mitigations, e.g. flextime; evaluates <br /> existing and projected conditions against PUD conditions <br /> and Cit~ standards, e.g. LOS D; and recommends specific <br /> mitigations which could be taken by developers and/or the <br /> City to ensure that conditions are met. The City Council <br /> could then review these recommendations directly and take <br /> appropriate action. <br /> <br /> <br />
