While City
Hall is under construction, the library could remain in
the tempurary trailer behind the parking lot.

2. The /ibrar.y could be moved to another location which might
be more accessible to the public but less so to City staff.
The Pleasanton 1 ibrary or the future historical society
museum are examples oF such a location.

C, Staff Evaluation

1. The Need for a [.ibrary

The need for such a librar.y by staff is evidenced by the
amount of documents issued to City Hall recently as a result
of developmerit projects, envi tonmental review and legal
requirements and the interdisciplinary approach to sharing
information and solving problems by City staff. The interest
in such information by residents and businesses is evidenced
by the number of people who requested information as part
of the General Plan Review. In a rapidly growing community
as involved and well informed as Pleasanton, a library of
in'formation related to government affairs would seem to
be a vital part o'f the City'~ operation.

D. Staff Recommendation

1. City Council should direct staff to seek a central location
in the expanded City Hall for such a 'library, investigate
the feasibility of combining the Committe's library with
exist'ing staff doculnents, allocate a modest budget for the
purchase of new documerlts in FY 1984-85, and investigate
the staffing needs and circulation procedures for such a
I i brar.v.
