ItI~ COMMITTEE'S HIGHEST PRiORiTIES <br /> <br />Recommendation C-I: General Plan Update <br /> <br />Action I - Allocate funds in FY 1984-85 to update the entire General <br />Plan. <br /> <br />Summary <br /> <br />The Committe's intent is to have the entire General Plan document <br />revised so l:hat i 1.: <br /> <br />'Is written in a clear and concise format <br />'Updates existing conditions and future projections <br />'Complies with state law regarding all 9 mandatory elements <br />'Incorporates Committee recommendations, as approved by the <br /> City Council <br /> <br />City Co;~,nci! Options <br /> <br />Retain Chandler Lee under contract in FY 1984-85 to work <br />with City staff and the public in updating the entire General <br />P1 an document. <br /> <br />2. Add a full time, advanced planning employee to the Planning <br /> Department who would update the General Plan. <br /> <br />3o Hir~ an outside consulting firm to prepare the General Plan <br /> Update. <br /> <br />C. Staff Evaluation <br /> <br />1. The need for a General Plan Update <br /> <br />l'he existing General Plan was mostly written over ten years <br />ago and consists of more than 1,000 pages in 12 separate <br />elements. Although the plan has provided useful guidance <br />to the City in the past, recent changes in State law favor <br />a more cogent General Plan focusing on issues of greatest <br />concern to residents of each community. In addition, the <br />Committee is proposing 51 individual actions for inclusion <br />in the City's General Plan. Because of changes in State <br />law,, recent devel~}pment approvals in Pleasanton, litigation <br />based on existing pol icies in the General Plan and the <br />Committee's recommendations, it would seem prudent for the <br />City to iinder~ake a revision of its existing General Plan. <br /> <br />D. Staff Recommendation <br /> <br />'~. City Council should direct staff to prepare a work program <br /> for a Genera'l Plan Update in FY 1984-85 including cost <br /> estimates, a proposed time schedule, and staff involvement. <br /> Staff should analyze the advantages and disadvantages of <br /> each of the three options as a means to complete the General <br /> Plan Update., The staff report should be submitted <br /> consideration b.y the Courlci~ at its March 27th meeting. <br /> <br /> <br />
