Options

Retain Chandler Lee under contract in FY 1984-85 to work
with City staff and the public in updating the entire General
P1 an document.

2. Add a full time, advanced planning employee to the Planning
Department who would update the General Plan.

3o Hir~ an outside consulting firm to prepare the General Plan
Update.

C. Staff Evaluation

1. The need for a General Plan Update

l'he existing General Plan was mostly written over ten years
ago and consists of more than 1,000 pages in 12 separate
elements. Although the plan has provided useful guidance
to the City in the past, recent changes in State law favor
a more cogent General Plan focusing on issues of greatest
concern to residents of each community. In addition, the
Committee is proposing 51 individual actions for inclusion
in the City's General Plan. Because of changes in State
law,, recent devel~}pment approvals in Pleasanton, litigation
based on existing pol icies in the General Plan and the
Committee's recommendations, it would seem prudent for the
City to iinder~ake a revision of its existing General Plan.

D. Staff Recommendation

'~. City Council should direct staff to prepare a work program
for a Genera'l Plan Update in FY 1984-85 including cost
estimates, a proposed time schedule, and staff involvement.
Staff should analyze the advantages and disadvantages of
each of the three options as a means to complete the General
Plan Update., The staff report should be submitted
consideration b.y the Courlci~ at its March 27th meeting.
