BACKGROUND
An application for a conditional use permit to replace an existing 10,000 gallon redwood
water storage tank with a new 5,000 gallon polyurethane green tank at a new location
closer to an existing well on the subject site was submitted to the City. The original
redwood barrel water tank was constructed of vertical interlocking boards and was in
poor repair (Attachment 2). It was identified as non-salvageable by the applicant's well
specialist and therefore they recommended replacing it.
The Planning Commission approved the applicant's request for a conditional use permit
on April 9, 2008. Although they acknowledged that neighbors may perceive various
elements of rural character as sometimes undesirable, the Commission believed that
the landscaping (Figure 3) that had been installed by Ms. Rocha would adequately
screen the tank from both the appellant's home and those homes located west of the
subject site on Diamond Court.
Please refer to the "Background" section of the attached Planning Commission staff
report dated April 9, 2008, for additional information (Attachment 4).
SITE DESCRIPTION
The subject site is approximately 1.33 acres (57,738 square feet) in size, relatively flat
and located on the south side of Sycamore Road, at the beginning of Sycamore Creek
Way. The subject property shares the south and west boundaries with the
approximately 1.1 acre flag lot owned by the appellants. The appellant's front yard
faces the rear yard pasture area of the subject site. Both the Rocha and Segundo
properties are located immediately east of the homes located on Diamond Court PUD-
MDR (refer to Figure 1).
