With the exception of the appellant's property, adjacent lots are zoned PUD-Agricultural <br />which is the same zoning as the Rocha property. The zoning is also consistent with the <br />North Sycamore Specific Plan. <br />The subject site has an existing 900 square-foot single-story house and an existing <br />detached barn as shown in Figure 2 below. The applicant has recently removed three <br />additional dilapidated accessory structures on the site in an effort to improve the <br />appearance of the property. The tank that was replaced was a larger redwood barrel water <br />storage tank that was dilapidated and leaking. The tank was not repaired because the <br />applicant's well specialist indicated that repair of redwood water tanks usually requires <br />costly specialty construction and that the repaired tank would most likely have ongoing <br />maintenance problems. Furthermore, the well specialist encouraged the placement of <br />the tank closer to the pumping mechanisms to improve efficiency and ultimately less <br />wear and tear on the equipment. Ms. Rocha has also installed rows of trees along the <br />south and west boundaries of her property to screen the tank. <br />Please refer to the "Project Description" section of the attached Planning Commission <br />staff report dated April 9, 2008, for additional information (Attachment 4). <br />DISCUSSION <br />The attached Planning Commission staff report dated April 9, 2008, provides a detailed <br />description and discussion of the proposed application including: development <br />standards, entitlement process, view impacts, privacy concerns and the location of the <br />new water storage tank. <br />Page 3 of 8 <br />
