7. There shall be no "overnight camps' permitted. No child or adult of any age, including the applicant and facility staff, may be allowed to stay in the facility overnight for any reason. Prior City review and approval are required if additional hours and activities beyond what was stated in the applicant's written narrative, dated "Received, July 30, 2008," on file in the Planning Division, are desired. Such modifications may be approved by the Director of Community Development if found to be in substantial conformance with the approval. The Director of Community Development may also refer the matter to the Planning Commission if the proposed changes would be significant. 9. Students 12 years and younger shall be escorted into and out of the facility and signed in and out by a parent or supervising adult. 10. Orange rubber training "mock" guns are permitted for use for the evening adult classes only. 11. The applicant shall secure approval from the Director of Community Development prior to holding tournaments. The applicant shall submit the necessary information to the Planning Division at least two months before the tournament date. 12. Parents/guardians shall be provided by the applicant with an acknowledgement form regarding the industrial uses in the surrounding sites within Valley Business Park. The parents/guardians shall sign said form, and the applicant shall keep copies of signed forms on-site at all times. 13. Tri-Valley Martial Arts Academy shall obtain a Child Care License from the Department of Social Services by or before June 30, 2009. Said licensing and any applicable documentation from the Department of Social Services shall be provided to the Planning Division. The teacher/employee-to-children ratio shall be determined by the Department of Social Services to ensure that adequate supervision is provided. If it is uncertain that a childcare license can be obtained by this date, it is the responsibility of the applicant to submit a request to the Planning Division at least 30 days before June 30, 2009 to modify the Conditions of Approval. If a childcare license is not procured or a request to amend the Conditions of Approval is not presented to the Planning Division, the use shall sunset and all operations shall cease immediately. The interim use of the site shall not be permitted beyond June 30, 2009. 14. If operation of this use results in conflicts pertaining to parking, interior noise, traffic/circulation, or other factors, at the discretion of the Director of Community Development, this conditional use permit may be submitted to the Planning Commission for its subsequent review at a public hearing.
