Attached is a copy of the City's proposed TSM Program for FY <br />1985-86. <br /> <br />Marketing as well as new facilities are important aspects of the <br />program which is designed to heighten awareness of transportation <br />opportunities and present the transportation program as an <br />active, enjoyable benefit for the City employees. Included this <br />year will be a "Commuter of the Month" program with cash prizes <br />and a chance to win the grand prize of a weekend vacation at a <br />bed-and-breakfast inn. Early in the Spring there will be a <br />"Bicycle/Walk To Work Day" which will be an event to kick-off the <br />weekly "Casual Day" for employees. Reserved covered parking will <br />be provided to City Hall employees who register a car or vanpo01 <br />with the City Coordinator. The bicycle racks will also be <br />included in the covered preferential parking area, thereby adding <br />another incentive for the 25 City Hall employees who live within <br />5 miles of work. The eight covered stalls will be used by City <br />vehicles until enough car/vanpools are registered. Staff also <br />intends to continue working closely with the Livermore/Amador <br />Valley Transit Authority (LAVTA) to ensure coordination and to <br />help promote transit as a very viable commute mode. _A.free LAVTA <br />transit pass will be given to each City employee as soon as the <br />vehicles are operating to introduce them to the service. <br /> <br />More detailed descriptions of the TSM measures and initial <br />implementation schedule are attached to the TSM Program for your <br />Council's consideration. <br /> <br />Citywide TSM Activities <br /> <br />The City Transportation Coordinator must annually survey all <br />businesses in town, review TSM programs submitted by large <br />employers and complexes, evaluate annual reports, determine that <br />information programs are being implemented and maintained and <br />participate on the Transportation Task Force. This requires a <br />substantial commitment in time and resources to ensure it is an <br />ongoing process. <br /> <br />Some of the resources which will be developed under the TSM <br />Program for City employees will be shared with employers required <br />to implement information programs. "Seasonal" transportation <br />posters, "Holiday" flyers and bicycle routes maps will be <br />distributed for use by all employers with 10 or more employees on <br />the largest shift. Also, a new brochure will be developed on <br />transportation alternatives for new employees and distributed in <br />the Spring to the same employers. <br /> <br />The Transportation task Force has become a dynamic participant in <br />the citywide TSM process. They have written letters to ensure <br />compliance and developed reports to assist employers in complying <br />with the ordinance requirements.
