el asanton <br />STA <br /> REPORT <br /> November 5, 1985 <br /> <br /> HONORABLE CITY COUNCIL <br /> Pleasanton, California <br /> <br /> FY 1985-86 Transportation Systems Management (TSM) Program FOr <br /> The City of Pleasanton <br /> <br /> Members of the Council: <br /> <br /> Background <br /> <br /> The City of Pleasanton is in a unique situation-under the <br /> requirements of the Transportation Systems Management (TSM) <br /> Ordinance. The City, through its Transportation Coordinator, <br /> must implement, monitor and enforce the citywide requirements of <br /> the ordinance. The Coordinator is also responsible for <br /> participating in and coordinating any regional TSM activities. <br /> And, as a "large employer", the City of Pleasanton is required <br /> under the TSM Ordinance to implement a TSM program for its <br /> employees to meet the staged goals established by the ordinance. <br /> Included here for your Council's consideration are the FY 1985-86 <br /> TSM programs and attendant budget amendment. <br /> <br /> TSM Program For City Employees <br /> <br /> At the end of the first program year, the City overall was able <br /> to demonstrate a 55 percent reduction in peak hour vehicle trips. <br /> This reduction, however, was almost entirely the result of the <br /> off-peak hour work schedules used by the Fire Department, Police <br /> Department and field services divisions. The TSM Ordinance <br /> requires that all "sites" of an employer meet the reduction <br /> goals. City Hall is a typical office without flexible or <br /> staggered work hours and achieved only at 16.6 percent reduction <br /> in peak hour vehicle trips. Although this reduction meets the <br /> first year's goal of 15 percent, it falls short of the second <br /> year's goal of a 25 percent reduction. <br /> <br /> While the City can technically meet the TSM Ordinance goals by <br /> "pairing off" its various work sites, staff feels that the City <br /> should strive to be a leader in TSM implementation, especially as <br /> it relates to the standard office setting at City Hall. In order <br /> to achieve greater use of alternative transportation modes, a <br /> more ambitious TSM Program is proposed for FY 1985-86 than was <br /> adopted for FY 1984-85. <br /> <br /> Page 1 <br /> SR85:550 <br /> <br /> <br />
