in traffic studies. This additional
monitoring would be accomplished by~ the
existing staff.

Committee
Recommendation: 4) INCORPORATE YEARLY TJKM COUNTS IMMEDIATELY.

Staff Analysis: Staff agrees as does the Planning Commission
and TJKM has agreed to incorporate their
yearly November counts into traffic studies
for the project review process by the
following January 1.

F) GENERAL RECOMMENDATIONS

Committee
Recommendation: A) MAINTAIN EMC IN SAME FORMAT.

Staff Analysis: Staff agrees and feels that the EMC provides
the City with an excellent resource to be
utilized in advising staff, Planning
Commission and City Council on the more
technical aspects of Environmental Monitoring.
There would be no fiscal impacts with this
recommendation.

Committee
Recommendation: 1) APPOINT ONE STAFF COORDINATOR.

Staff Analysis: Staff to the EMC can be provided by the
Planning Department with its existing staff.
In the EMC's projected role, staff time would
be considerably less than during the first
year O'f the Committee's existence. Staffing
the Committee can easily be accommodated
within the existing Planning Division budget.

Committee
Recommendation: 2) APPOINT COMMITTEE MEMBERS WITH SPECIFIC
BACKGROUNDS.

Staff Analysis: Staff agrees. In order to properly assess and
refine environmental monitoring programs,
backgrounds in Air Quality, Hazardous
Materials, Water Quality, Noise Quality,
Traffic Construction and Business is
essential; just as is the tempering influence
of concerned laymen.

Page 7
SR85:553
