Staff recognizes the need for <br /> these 17 monitoring intersections and will be <br /> consolidating interconnect programs in order <br /> to get all 17 intersections on-line by next <br /> Summer. Staff is continuing to work with TJKM <br /> in conducting new manual counts and getting <br /> the additional computers installed to convert <br /> the volume to capacity figures generated by <br /> the VMS 220 to levels of service. Staff feels <br /> that the 17 intersection will give the City <br /> monitoring capacities at all the critical <br /> intersections in town. <br /> <br />Committee <br /> Recommendation: 2) CHANGES TO TRAFFIC ASSUMPTIONS BASED ON <br /> REPRESENTATIVE DATA. <br /> <br />Staff Analysis: The standard traffic assumptions adopted by <br /> the City encompass many different aspects. <br /> For several, correlation over time with the <br /> data to be generated by the traffic computer <br /> would be a valuable tool. Data may also be <br /> valuable in analyzing specific proposed <br /> changes. For others, however, the <br /> computer-generated information is of little <br /> or no use. Staff is continuing to work with <br /> TJKM to reach a set of standard assumptions <br /> which realistically project future levels of <br /> servi~e. Changes may occur piecemeal or <br /> comprehensively. At this time, staff is <br /> attempting to refine the assumptions with <br /> whatever data is available; including data <br /> just now coming from the traffic computer. <br /> <br />Committee <br /> Recommendation: 3) REQUIRE LOS AND ADT COUNTS THROUGHOUT THE <br /> YEAR. <br /> <br />Staff Analysis: Staff agrees and will be conducting much more <br /> comprehensive computer and manual counts <br /> throughout the next year. The computer will <br /> generate counts on the major thoroughfares <br /> with manual counts being conducted on the <br /> secondary thoroughfares.
