Committee
Recommendation: 4) CHEMICAL SPECIALIST EMPHASIZE SPOT CHECKS.

Staff Analysis: Staff agrees. If the Environmental Monitoring
Committee is reappointed, it could work with
the Fire Department's Chemical Specialist in
advising possible modifications to the
existing hazardous materials storage
monitoring program to incorporate ~uch spot
checks. The Chemical Specialists position is
already in the Fire Department budget.
Therefore, no fiscal impacts would be
realized.

Committee
Recommendation: 5) EXPAND DATA SYSTEM FOR STORAGE AND
RETRIEVAL.

Staff Analysis: Staff agrees and the Fire Marshal is working
to update the list of hazardous materials
permittees now stored on the computer. In
addition, staff is working to utilize the
City's existing computer system to accommodate
the retrieval capacities of this information.
The best solution would be the creation of a
citywide parcel quality data base. The City
plans to possibly generate this type of system
in the future. Fiscal impacts would not be
realized until the City expanded to a citywide
date base system.

C) WATER QUALITY PROGRAM

Committee
Recommendation: 1) REQUIRE RETROFIT TEST WELLS AT BUSINESS
PARKS.

Staff Analysis: Staff agrees that such a program would be
worthwhile. There are no conditions of
approval requiring that these wells be
installed. Although such monitoring is
directly related to conditions relating to
underground tanks and storage of hazardous
materials staff suggests it initiate
cooperative efforts with the developers of the
Pleasanton Business Park, Meyer Business Park,
Valley Business Park and Koll Business Park to
install shallow wells for monitoring water
quality. These wells would augment the sites
presently being monitored throughout the City
by Zone 7, the City, and Hacienda Business
Park I & II. One well per site would be
sufficient and the well could be located

Page 4
SR85:553
