Additional <br /> spot monitoring is conducted at sites <br /> registered as permitted users of Hazardous <br /> Materials with the Fire Marshal (see lists). <br /> This monitoring program is on-line and <br /> requires no additional funding. <br /> <br />Committee <br /> Recommendation: 2) LOBBY FOR TIGHTER HAZARDOUS MATERIALS <br /> TRANSPORT REGULATIONS. <br /> <br />Staff Analysis: Staff agrees. Although the City has good <br /> control over the use and storage of hazardous <br /> materials within its City limits, we are most <br /> vulnerable to the materials being transported <br /> along the 1-580/I-680 corridors, the railways <br /> and our City streets, which run adjacent to <br /> our residential areas. And even though there <br /> is a small amount of these materials being <br /> utilized in the North Pleasanton area, staff <br /> feels the City should work with the League of <br /> California Cities and other sources in <br /> identifying proposed legislation that would <br /> require further safeguards in the transporting <br /> of hazardous materials along local, state and <br /> federal transportation corridors. Staff would <br /> then bring to Council for formal action, <br /> resolutions in favor of this type of <br /> legislation. Lobbying at this scale seems <br /> prudent and practical. There would be no <br /> fiscal impacts to the.City with this <br /> recommendation. <br /> <br />Committee <br /> Recommendation: 3) INSTALL CONTAINMENT BERMS ALONG <br /> 1-580-I-680. <br /> <br />Staff Analysis: Staff agrees and suggests the staff work with <br /> Caltrans in investigating the feasibility of <br /> doing this as part of the proposed 1-680/I-580 <br /> widenings or as part of the North Pleasanton <br /> Highway Improvements. Caltrans presently has <br /> a storm drain network that collects highway <br /> run-off which may require only minor <br /> alternations in order to prevent spilled <br /> hazardous materials from entering the water <br /> courses which run along the highways. S~aff <br /> suggests that installation of this type of <br /> containment system would be funded by Caltrans <br /> and not through the North Pleasanton <br /> Improvement District. <br /> <br />Page 3 <br />SR85:553 <br /> <br /> <br />
