District (BAAQMD), in selecting a new <br /> atmospheric consultant to administer the air <br /> quality program as required by condition #107 <br /> for Hacienda Business Park. The cost of the <br /> consultant is borne entirely by the developer <br /> as required in the same condition. The new <br /> consultant is projected to be on-board in two <br /> weeks. <br /> <br />Committee <br /> Recommendation: 2) ESTABLISH PROGRAM TO MONITOR FOR PRIMARY <br /> POLLUTANTS. <br /> <br />Staff Analysis: Staff agrees and is working with HBPOA (and <br /> the eventual atmospheric consultant) to <br /> maintain the program monitoring for the <br /> critical primary pollutants of Carbon Monoxide <br /> and Total Suspended Particulates (TSP). <br /> Meterological monitoring is essential to CO <br /> data. In addition, even though Trace Metals <br /> are not now produced in the North Pleasanton <br /> area, monitoring is a simple and logical <br /> expansion of the program because the analysis <br /> is done at the same time as the TSP analysis. <br /> There appears to be no need to monitor for any <br /> of the other constituents recommended by the <br /> EMC due to conditions of approval of the <br /> business parks. However, the need may arise <br /> at a future date. <br /> <br />Committee <br /> Recommendation: 3) RECORD AIR QUALITY DATA IN YEARLY FORMAT. <br /> <br />Staff Analysis: Staff.agrees and is working with HBPOA and the <br /> eventual atmospheric consultant in <br /> establishing the format of this yearly data <br /> and quality assurance report. <br /> <br />B) HAZARDOUS MATERIALS PROGRAM <br /> <br />Committee <br /> Recommendation: 1) REQUIRE ON-SITE SEWER MONITORING (SAMPLING) <br /> MANHOLES. <br /> <br />Staff Analysis: Staff agrees and has adopted a policy of <br /> requiring monitoring manholes at all new and <br /> existing commercial and industrial sites even <br /> though City Ordinances leaves the requirement <br /> of these manholes up to the Director of Public <br /> Works to determine on a case by case basis. <br /> These manholes are regularly monitored by the <br /> Dublin San Ramon Sewer District (under <br /> authorization of the City) for compliance with <br /> <br />Page 2 <br />SR85:553 <br /> <br /> <br />
