District (BAAQMD), in selecting a new
atmospheric consultant to administer the air
quality program as required by condition #107
for Hacienda Business Park. The cost of the
consultant is borne entirely by the developer
as required in the same condition. The new
consultant is projected to be on-board in two
weeks.

Committee
Recommendation: 2) ESTABLISH PROGRAM TO MONITOR FOR PRIMARY
POLLUTANTS.

Staff Analysis: Staff agrees and is working with HBPOA (and
the eventual atmospheric consultant) to
maintain the program monitoring for the
critical primary pollutants of Carbon Monoxide
and Total Suspended Particulates (TSP).
Meterological monitoring is essential to CO
data. In addition, even though Trace Metals
are not now produced in the North Pleasanton
area, monitoring is a simple and logical
expansion of the program because the analysis
is done at the same time as the TSP analysis.
There appears to be no need to monitor for any
of the other constituents recommended by the
EMC due to conditions of approval of the
business parks. However, the need may arise
at a future date.

Committee
Recommendation: 3) RECORD AIR QUALITY DATA IN YEARLY FORMAT.

Staff Analysis: Staff.agrees and is working with HBPOA and the
eventual atmospheric consultant in
establishing the format of this yearly data
and quality assurance report.

B) HAZARDOUS MATERIALS PROGRAM

Committee
Recommendation: 1) REQUIRE ON-SITE SEWER MONITORING (SAMPLING)
MANHOLES.

Staff Analysis: Staff agrees and has adopted a policy of
requiring monitoring manholes at all new and
existing commercial and industrial sites even
though City Ordinances leaves the requirement
of these manholes up to the Director of Public
Works to determine on a case by case basis.
These manholes are regularly monitored by the
Dublin San Ramon Sewer District (under
authorization of the City) for compliance with

Page 2
SR85:553
