It is insufficient to approve <br /> changes to the traffic study assumptions because of <br /> what the accepted practices are in other <br /> jurisdictions (ie, Cupertino/San Jose). Changes to <br /> existing traffic assumptions should be based on <br /> data obtained from the traffic computer. <br /> <br /> 3) The City should require additional LOS and ADT <br /> counts throughout the year to quality assure and <br /> augment those yearly counts now being conducted by <br /> TJKM. These additional counts shall be <br /> accomplished utilizing the traffic computer and <br /> additional mechanical counts. <br /> <br /> 4) The City should require that yearly November TJKM <br /> traffic counts be incorporated into the project <br /> review process by the following January 1 as <br /> requested by the Planning Commission at their <br /> meeting of 6/26/85. <br /> <br /> Fiscal Impacts <br /> <br /> Implementation of Item #1 would require a <br /> modification to the Capital Improvements Program. <br /> Presently the Program calls for the connection of 7 <br /> additional intersections (in addition to the <br /> existing 10 intersections) to the computer system <br /> by Fall 1987. Implementation of this <br /> recommendation would amend that time frame to the <br /> Summer of 1986. <br /> <br /> 2) General Recommendations <br /> <br /> a) Maintain an Environmental'Monitoring Committee with the <br /> following format: <br /> <br /> 1) One staff coordinator <br /> 2) Eight person committee with backgrounds in Air <br /> Quality, Hazardous Materials, .Water Quality, Noise <br /> Quality, Traffic, Construction, Business and <br /> Concerned Residents~ <br /> 3)Reappoint existing members for another 1 year term <br /> and fill any vacancies that may result <br /> 4)Committee would meet on a monthly or as needed <br /> basj. s <br /> 5) Committee should be specifically responsible for <br /> providing advisory recommendations to the City <br /> Staff, City Council and Planning Commission on the <br /> coordination creation and implementation of quality. <br /> assured monitoring programs for Air Quality, <br /> Hazardous Materials, Water Quality, Noise and <br /> Traffic levels as required by specific project <br />" imposed conditions of approval and as required by <br />~ other directives (i.e. ordinance, state law, etc.). <br /> <br /> - 6 - <br /> <br /> <br />
