c) Water Qualit~ <br />C 1) The City should require that test wells be <br /> installed and scheduled ground water monitoring be <br /> conducted at the following business parks: <br /> <br /> - Hacienda Business Park (Phase II) <br /> - Hacienda Business Park (Phase I) (installed) <br /> - Pleasanton Business Park <br /> - Meyer Business Park <br /> - Valley Business Park <br /> - Fromm (Koll) Industrial Park <br /> <br /> 2) The City should coordinate all monitoring data'now <br /> being generated by the various local jurisdictions <br /> into a yearly format. <br /> <br /> Fiscal Impacts <br /> There would be no fiscal impacts associated with <br /> this monitoring program. The cost of new test <br /> wells should be borne by each individual <br /> developer. <br /> <br /> d) Noise Quality <br /> <br /> 1) The Environmental Monitoring Committee should work <br /> with staff in evaluating the Noise Element of the <br /> General Plan to be completed in spring of 1986. <br /> The Noise Element will detail existing and <br /> projected noise levels as they relate to projected <br /> traffic volumes. If at the time of review by staff <br /> that noise levels are projected to exceed existing <br /> adopted City noise levels then additional <br /> monitoring shall be initiated to verify these <br /> exceedances and appropriate mitigation measures <br /> recommended. <br /> <br /> Fiscal Impacts <br /> <br /> There would be no fiscal impacts associated with <br /> this monitoring program at this time- <br /> <br /> e) Traffic Qualit~ <br /> <br /> 1) The City should appropriate emergency funds and <br /> take the necessary steps to get the VMS220 Traffic <br /> Computer on line. The City should have the ability <br /> to monitor a total of 17 intersections by July 1, <br /> 1986. <br /> <br /> 2) There should be no changes to the existing adopted <br /> Traffic Assumptions until such time as a sufficient <br /> amount of hard traffic data is rendered from the <br /> traffic computer to justify the changes. The City <br /> will have 10 intersections on line by October 15, <br /> 1985. The City should establish strict guidelines <br /> <br /> - 5 - <br /> <br /> <br />
