FiSCal Impacts <br /> There would be no fiscal impacts associated with <br /> this monitoring program. All fiscal impacts would <br /> be borne by the developer as required by Ordinance. <br /> <br /> b) Hazardous Materials Program <br /> <br /> 1) The City should require individual scheduled <br /> on-site monitoring of all sewer outfalls for sites <br /> permitted to store and utilize hazardous materials. <br /> This monitoring should be completed by the user of <br /> the site at the direction of the Chemical <br /> Specialist and with guidance from the Environmental <br /> Monitoring Committee. -. <br /> <br /> 2) The City should take a more active role in lobbying <br /> efforts (in Sacramento and Washington) to encourage <br /> tighter regulations on the methods with which <br /> hazardous materials are transported along the <br /> 1-580/I-680 corridors. <br /> <br /> 3) The City, in conjunction with Caltrans, should <br /> initiate efforts to install containment berms along <br /> the 1-580/I-680 corridor in order to help contain <br /> any future liquid chemical spills along those <br /> corridors. <br /> <br /> 4) The newly hired Chemical Specialist should work <br />~;~ with the Environmental Monitoring Committee to <br />\ <br /> review and revise the existing hazardous materials <br /> program to include more emphasis on spot checking <br /> and early warning systems. <br /> <br /> 5) Efforts should be taken by the City and the Fire <br /> Chief to expand the existing Automated Data System <br /> to include data retrieval capacities as well as <br /> data storage capacities. This would assist the <br /> Fire Department's dispatcher in identifying the <br /> permittee and type of hazardous materials on a <br /> subject site in the event of an emergency. <br /> <br /> Fiscal Impacts <br /> <br /> There would be no fiscal impacts associated with <br /> this monitoring program. The new Chemical <br /> Specialist position through the Fire Department is <br /> already in the budget. <br /> <br /> - 4 - <br /> <br /> <br />
